Hillborn criticizes weaknesses in New Zealand, Canadian fishery management

Ray Hilborn, speaking in New Zealand, suggested that ministerial discretion on quotas represented a weakness in a well constructed fishery management system. The same weakness exists in Canada. In both countries, fisheries ministers have absolute authority to set quotas and allocations, without having to conform to specific standards, as in the US This is an area of weakness that should be addressed in both countries. Canadian water warrior and international environmental powerhouse Maude Barlow spoke recently to a crowd of several hundred in Vancouver on the plan to turn Fish Lake and possibly 20 other lakes across Canada into toxic dumps for mines. The National Chair of the Council of Canadians and former Senior Advisor on Water to the United Nations was joined by Chief Marilyn Baptiste of the Xeni Gwet'in First Nation - in whose traditional Tsilqot'in territory Fish Lake lies - and Greenpeace co-founder Rex Weyler for the insightful talk. Maude and her co-presenters discussed the Fish Lake proposal, the Harper policy known as Schedule 2 - designed to water down the Fisheries Act to allow mines to use lakes for tailing ponds - and the critical state of water in Canada and around the world. Over fishing in Florida and Canada Parks Need to Talk to Young People

Wednesday's Show: Florida anglers want to fish in closed waters for grouper and Canada Parks need to include more young people into the park planning process. Story 1: Recreational anglers are pressuring government to open gag grouper fishing in state waters during the time when federal closures for the same species remain closed. The anglers say that opening the fishery will boost the local economy and tourism during a time in the year when tourism is low. The problem is gag grouper is consifered vulnerable by the IUCN and the increased fishing pressure (over fishing) can cause them to approach the threatened status (much worse) in the state of florida. In addition, the fish do not recognize the boundary between federal and state water and therefore will cross the boundary increasing their potential of being fished during the state open water. Story 1 Link: www.tampabay.com Story 2: Canada Parks, the federal government branch in Canada with a mandate to protect and designate parks in Canada, is holding a number of workshops in Vancouver to discuss future plans for Parks in Canada. The problem is that the younger generation is not showing up to voice their opinions. On the other hand, Canada Parks may not be announcing the workshops where the younger generation are present (social media site, universities, high school). Canada Parks should do a better hob to reach out to the younger generation to connect and help decide the future of Canadian Oceans.

Calls are growing for changes to Canadian fisheries management law. Currently the Canadian fisheries minister has absolute discretion in setting quotas - he does not have to accept scientific advice. Butler in a speech in St. John's called for changes in this system - that would put Canada in the company of countries like Norway Iceland and the US all with a more successful track record than Canada for stock restoration.
